Well big whoopdeedo! This is yet ANOTHER case of unconstitutional entitlement program going to crap. So, what's the fix? Who knows? We have had around 70 years of unconstitutional federal programs trying to fix things that they cannot do then, do now or do in the future. Life is rough. Life is tough. Where is the hardest hit? IN DEMOCRAT CONTROLLED cities. Too bad. So sad. It's time to man up and admit your unconstitutional BS and QUIT "it".
