The Organization of American States urged Costa Rica and Nicaragua to pull out their troops from a conflict zone along their common border.
A resolution adopted after 10 days of intense talks urges the two sides to "avoid deployments of the armed forces or security forces in the area where their presence could generate tensions."
It also asks the two countries to resolve their differences through talks in an "urgent manner and the shortest possible period of time."
The two countries should meet no later than November 27, said the Pan-American body.
Costa Rica last month complained Nicaraguan troops had violated their side of the border on the San Juan River during dredging operations and had harassed Costa Rican troops in the area.
OAS Secretary General Jose Manuel Insulza last week toured both countries in a bid to mediate the dispute that may in part have been triggered by a wrong border delineation on Google Maps.
