The following Costitutional Amendment has been introduced. It will be the 28th Amendment if passed. It might be too late. It might not be.
Spending Limit Amendment
Resolved by the Senate and House of Representatives of the United States of America in Congress assembled (two-thirds of each House concurring therein), That the following article is proposed as an amendment to the Constitution of the United States, which shall be valid to all intents and purposes as part of the Constitution when ratified by the legislatures of three-fourths of the several States within ten years after the date of its submission for ratification:
SECTION 1. Total annual outlays shall not exceed one-fifth of economic output of the United States of America, unless two-thirds of each House of Congress shall provide for a specific increase of outlays above this amount. Total outlays shall include all outlays of the United States Government, except for those for repayment of debt prin1cipal.
SECTION 2. The Congress may waive the provisions of this article while a declaration of war is in effect.
SECTION 3. The Congress shall have the power to enforce this article by appropriate legislation
SECTION 4. This article shall take effect beginning the fifth fiscal year after its ratification.
Section 4? The 5th fiscal year after its ratification? The 5th year? Is this their answer to screwing over Jim Bunning? I think this is much too late. Too much crap will befall this Nation by the time this amendment ever gets ratified and 5 years goes by before it is even implemented.
The size of our government has already been established but the cowards that were or have, have allowed the federal dunces to screw them all over and what we have now is a marxist state and what is needed now is just to have Obama's crap implemented. The lord god king zippy commie do dabama.
Hensarling and Pence have established this Amendment and shame on them for being this cowardly.

What about the CURRENT Constitutional limitations? Why do we need a new Amendment? Whatever happened to Article 1, Section 8? Whatever happened to HR450? We need a new amendment why?
We all know that Pay-Go was a farce and always will be. That is also why we know for a fact that Pay-to-Play will always be the case unless the People stand up and take this Nation away from the marxist-sociopaths and if we need a Revolution as Jefferson so noted, let it be so.
Why have Congressman present any Amendments? Article 5 Convention. What about one of those? I know that Thomas Jefferswon isn't one of the favorite favorites of the Founding Fathers but this quotation is definately a toe breaker.

I have to disagree with The Lid. A constitutional amendment is not required, especially from the likes of our current crop of federal legislatures.
